(ACT I), an industry-leading provider of Total Acquisition Management solutions, announces Mr. Doug Harlow as Executive Program Manager for its Department of Homeland Security National Protection and Programs Directorate (NPPD) Office of Cybersecurity and Communications (CS&C) contract providing Budget, Acquisition, Procurement, and Contract Management Support. Mr. Harlow will lead program management and service delivery efforts ensuring contract execution and deliverables are compliant to regulations, rules and policies, and is the primary contact for the Contracting Officer's Representative and Contracting Officer on matters related to contract, program delivery, personnel, and security.

Mr. Harlow brings over 25 years leading defense cyber operations, acquisition, information operations, information assurance, and business operations. His acquisition experience spans concept exploration, system design and development, deployment and operational employment; with an extensive background in cyber program management, systems engineering, test planning and evaluation, and systems fielding support. Mr. Harlow's extensive operations experience includes computer security network operations at organizational and enterprise levels. He is adept at defining a customer's operational needs, developing program requirements, and executing requirements to deliver fielded systems.
Mr. Harlow holds a Master of Science in Computer Science from Northrop University and a Bachelor of Science in Mathematics from the University of Texas at Austin.
