He participated as a member of the National Advisory Council on Violence Against Women Act; Police Executive Research Forum; Intl Assoc of Chiefs of Police, and the Major Cities Chiefs. Norm earned a BA and a Masters in criminal justice administration, a Ph.D. in leadership and human behavior, and is a graduate of the FBI's National Executive Institute.
