O'Connor was invited to participate in the meeting and represent supplier diversity from a private industry viewpoint.

At the meeting, regulators, lawmakers and small-business owners asked utilities to ramp up their diversity program. The proceeding reviewed the 2015 diverse supplier procurements and found that there was a 6.25 percent increase over the previous year's total diverse spend ratio.

The commission's Memorandum of Understanding was instituted to offer women, minority and service disabled veteran-owned businesses and organizations better opportunities to participate in and compete for contracts and subcontracts with public utilities. A total of 19 companies signed the MOU with the Commission and committed to a goal of assigning 25 percent of their spending to diverse suppliers.

O'Connor stated that job creation, financial benefits, social programs and employee educational and training programs have a beneficial impact on society when supplier diversity is practiced.
