New York, NY -- (SBWIRE) -- 09/28/2011 -- Regulators should use every authority to ensure prices consumers and businesses are paying are 100 percent fair and accurate," Mr. Bart Chilton, Commissioner, U.S. Commodity Futures Trading Commission, said at the commission’s Agricultural Advisory Committee meeting. "Consumers are hurting, at the gas pump and at the grocery store," Commissioner Chilton had said, adding that "we haven’t done the job we need to on speculative position limits, at least not yet." As Wall Street scrambles to challenge new regulations for derivatives trading, executive compensation and debit card fees, the position limits proposal has spent months flying under the radar. The commission planned to vote on a position-limits plan at a public meeting in December. But minutes before the vote, Gary Gensler, the commission’s chairman, said he would hold off so the plan could “ripen.” In January, the agency’s commissioners voted 4 to 1 to propose spot-month position limits, or caps on the stake a trader can hold in contracts that are about to mature. The proposal would prohibit traders from acquiring more than 25 percent of the deliverable supply for any one commodity. The commission plans to phase in stricter limits, once it has collected more data on market speculation, as it was reported by The New York Times.
Prior to joining the CFTC, Mr. Chilton was the Chief of Staff and Vice President for Government Relations at the National Farmers Union where he represented family farmers. In 2005, Mr. Chilton was a Schedule C political appointee of President Bush at the U. S. Farm Credit Administration where he served as an Executive Assistant to the Board. From 2001 to 2005, Mr. Chilton was a Senior Advisor to Senator Tom Daschle, the Democrat Leader of the United States Senate, where he worked on myriad issues including agriculture and transportation policy.
From 1995 to 2001, Mr. Chilton was a Schedule C political appointee of President Clinton where he rose to Deputy Chief of Staff to U. S. Secretary of Agriculture Dan Glickman. In this role, Mr. Chilton became a member of the Senior Executive Service (SES)—government executives selected for their leadership qualifications to serve in the key positions just below the most senior Presidential appointees. As an SES member, Mr. Chilton served as a liaison between Secretary Glickman and the Federal work force at USDA.
